Rates

Rates are council's basic source of income. Council uses rate funds to maintain and improve services and facilities for the community. Queanbeyan City Council operates under the base rating structure. Base rates enable each property to pay a similar amount for basic service provision and then the balance of the rate assessment is determined on the value of the property.  

Council developed the 2011-2012 Operational Plan and Budget Overview which was sent out with the first rates instalment. The document shows where Council's income comes from, how your rates will be spent and what Council is doing for the financial year.

When do you pay your rates?

You will receive a rates bill four times a year unless you prefer to pay the whole amount in one instalment. Rate payments are due on 31 August, 30 November, 28 February and 31 May.

What is rate pegging?  

Rate pegging is the limit set by the Minister for Local Government by which a council may increase the total income it will receive from rates. The Minister specifies this percentage each year.  If the rate-pegging limit is 2.2% for any given year, council could only gain 2.2% more total income from rates in that given year compared to last year. This does not mean that each individual rate assessment could increase by 2.2%, as rates are determined by valuations and every property is revalued every three years.

Special Rate Variation

If Council wishes to raise its rating income above the rate pegging limit set by the Minister it must apply for a Special Rate Variation. Queanbeyan City Council applied for a Special Rate Variation of 5.8% for the 2010-11 financial year to deal with maintenance and renewal of the city’s roads, footpaths and parks and sportsfields. Council's application was approved by the Minister of Local Government for an initial period of three years.

Pension Concession Information 

Who is eligible

Under State legislation some pensioners are eligible for concessions. The amounts of the concessions available on an annual basis are fixed by legislation. At present this concession is limited to $250 for ordinary rates and charges for domestic waste management services combined. In addition, an $87.50 rebate applies to residents in the urban area for both water and sewerage charges. Total of $415 per annum.

If you receive a pension or benefit you may be eligible for a concession even though someone else may jointly own and occupy the property. To view the criteria please phone Council in 6285 6000.
