Statutory Committees

 
Planning and Development Review Committee

To consider

Reports by the Group Manager Sustainability and Better Living or Group Manager Strategic Development in relation to:
  • Development Applications and associated matters
  • Town Planning issues and associated matters
  • Strata subdivisions
  • Torrens Title subdivisions of dual occupancies and villas
  • Community Title subdivisions
  • Subdivisions of land or consolidation of lots                 
  • LEPs and DCPs
  • Matters referred by Council or the General Manager for consideration by the Committee
  • Where considered appropriate by the Chairperson, to review decisions in respect to applications which are the subject of an Appeal to the courts and make recommendations to Council in this regard with the ability to invite interested parties to a particular application to confer with the Committee and, if considered necessary, to meet with the Assessor appointed by the Court.
Local Traffic Committee

Functions

Advise Council, as required, under the Roads Act 1993, Traffic Act 1909 and Regulations and the Local Government Act 1993, concerning the installation of traffic control facilities such as signs, markings, parking restrictions and traffic control devices. Advice is also provided concerning traffic requirements for Development Applications.

Consultative Committee on Aboriginal issues

Aims

To provide a vital link between Queanbeyan City Council and the local Aboriginal community, respecting the Aboriginal community’s rights to self-determination and community empowerment
 
Functions
  • The primary objective of the Committee is to provide advice to Council in order to encourage and facilitate the development of the Queanbeyan Aboriginal community.
  • To support and co-operate with Aboriginal peoples and other organisations committed to increasing reconciliation and respect for Aboriginal culture and history past and present.
  • To continue to promote and advocate for Aboriginal culture into the everyday life of the Queanbeyan community through the provision of appropriate signage, artwork information and cultural awareness programs.
  • To encourage and facilitate Council and community groups to provide and obtain any funding for programs which will benefit the local Aboriginal community.
  • To provide advice about Council's programs, services and facilities and to participate on Council's committees/working parties to ensure that they are accessible to and appropriate for the local Aboriginal community.
  • To promote and encourage employment and career development opportunities for Aboriginal people within Council.
  • To develop and support appropriate celebrations of Aboriginal culture in conjunction with Reconciliation Week, NAIDOC Week, Heritage Week, Australia Day and other relevant events.
  • To encourage Aboriginal people to participate and become involved in the political processes of Council.
Australia Day Organising Committee

Functions

To organise, with the assistance of community groups, Australia Day celebrations each year.
 
Australia Day Annual Community Awards Committee

Functions

To process nominations for annual community awards for Australia Day each year.
 
Friends of the Pound Committee

Aims
  • To enhance quality of life for all Queanbeyan residents, through appropriate community education and promotion of responsible companion animal ownership by:
  • Improving community amenity
  • Protecting the welfare of companion animals, and
  • Protecting the natural environment.
Functions
  • Represent both Council's vision and that of the Queanbeyan community for the positive management, welfare and the interest of the general community.
  • Enhance the benefits of companion animal ownership by ensuring that Council provides services and structures that promote community responsibility.
  • Provide a forum for considering the rights of companion animals, companion animal owners and non-companion animal owners within the community.
  • Ensure that stakeholders always have the opportunity to be involved in developing and utilising appropriate facilities and structures within Queanbeyan.
  • Work to create a greater awareness of companion animal issues.
  • Provide the community with opportunities to be involved in the overall management of companion animals.
  • Liaise as necessary through Council with stakeholders in neighbouring areas.
  • Ensure as far as possible the compatibility of our Companion Animals Management Plan with those neighbouring areas.
Cultural Development Council

Functions

Manager, Library and Cultural Services prepare a report to Council on the future roles and responsibilities of the Cultural Development Council.
 
Environmental Advisory Committee

Functions
  • To assist in the development, monitoring, implementation and regular reviews of current and future Plans of Management in relation to the City's major environmental assets including, but not limited to:
  • Queanbeyan River Corridor, Mount Jerrabomberra, Jerrabomberra Creek Corridor, any other existing or proposed Plans of Management, any Plans of Management overseen by other organisations which have integral links with Council's Plans, including those prepared by local and regional catchment authorities. 
  • To provide advice and direction to Council on projects, opportunities and priorities for funding or works through the Environmental Improvement Fund and other relevant resources.
  • To provide advice and direction to Council on plans such as the Stormwater Management Plan, Flood Plain Management Program and any other referrals from Council.
  • To provide comments and feedback relating to developments and activities referred to the Committee by Council or Council officers that have a potential impact on any of the objectives, actions and outcomes set down in the abovementioned Plans of Management.
  • To provide input and advice on the development of Council's state of the Environmental Reports and monitoring actions contained therein.
Flood Plain Risk Management Committee

Aims

The primary objectives of the study will be to assess options for reducing the impacts of flooding on existing development and to prepare a framework within which future development can proceed in accordance with current best floodplain management principles. The plan has the objective of reducing the flood risk and minimising the long-term impact of flooding on the community through assessment and recommendation of flood management issues.

Healthy Communities Advisory Committee

Functions
  • To provide the Queanbeyan community with an independent coordinating and liaison body to assist community groups to implement the Queanbeyan City Council's Social Plan.
  • To make recommendations to the Council concerning the allocation of funding to projects which address key result areas of the Queanbeyan City Council Social Plan
Social Plan
  • To review the Queanbeyan City Council's Social Plan and make recommendations to the Council in relation to updating the Social Plan.
  • To advocate for strong community engagement and agency participation in addressing the key result areas in the Social Plan and working towards a healthy community.
  • To advocate for financial and other resources and assist with organisational capacity building in addressing the key result areas in the Social Plan and working towards a healthy community.
  • To provide Council with a strategic link to key working groups and interagency forums.
Heritage Advisory Committee

Functions

Monitor heritage policy, advising Council on heritage issues, raising community awareness of heritage issues, review funding submissions and advise Council regarding request for demolition of premises in all heritage areas, heritage items and other demolition areas as requested by Council staff.
 
Queanbeyan Palerang Library Service Development Committee

Function

The role of the Library Committee is to “oversee the Agreement and provide advice on the strategic direction of the library service”.
 
Road Safety Steering Committee

Function

Advise and inform the Road Safety Officer on the direction for the Road Safety Strategy Plan and to monitor and review the progress of the Road Safety Strategic Plan.
 
Sister City Committee

Function

To foster international relations between Queanbeyan and other cities of the world and, in particular, education, cultural and business opportunities between Queanbeyan and any adopted city/town.
 
Queanbeyan Development Board

Functions
  • Being an advocate for economic growth of the region.
  • Facilitating appropriate development within the city of Queanbeyan.
  • Liaising with Government and Government agencies at local, regional, State and Federal levels.
  • Support the Queanbeyan City Council with the implementation of economic development strategies.
  • Facilitate the retention, expansion and diversification of the existing industries and economic activity along with the encouragement of the establishment of the new industries and economic enterprises, leading to an employment growth and the growth of the local economy.
  • Identifying and promoting investment opportunities within the Local Government area.
  • Establish strong working relationships as well as effective consultations with the business community and other key stake holders.

Objective

Operate the Showground on behalf of the Crown.
 
Queanbeyan Showground Advisory Committee

Objective

Review the ongoing completion of the Management Plan and report to the Trust.

Objectives

Include the review of safety issues associated with work practices, hazards and health.
 
Workplace Consultative Committee

Objectives

Include the appreciation in a consultative capacity of the policies, procedures and processes relating to:
  • Implementing an award;
  • Employee training and organisational development;
  • Organisational restructuring;
  • Major job redesign (say >20%)
  • Salary systems;
  • All communication systems to do with Council;
  • Education systems;
  • Performance management systems;
  • Hours of work; either generally or for a specific position;
  • Enterprise or workplace agreements;
  • Workplace reform; and
  • HR practices.
