Hairdressing, Beauty and Skin Penetration

 
Introduction
 
Owners, operators or proprietors of hairdressing, beauty and skin penetration premises are required under Local Government Act 1993 and Public Health Act 2010 to be maintained in a clean and sanitary condition and suitably constructed to ensure hygienic conditions
 
Skin penetration procedures not covered by this legislation includes procedures carried out in the practice of a registered medical practitioner, dentist, chiropractor, osteopath, dental technician, nurse, optical dispenser, optometrist, pharmacy, physiotherapist, podiatrist, psychologist.  These professionals are governed by other legislation and infection control guidelines.
 
Inspections by Council
 
Queanbeyan City Council's Environmental Health Officers undertake regular inspections of hairdressers, beauty salons, nail technicians and premises involved in skin penetration, such as ear piercing, tattooing, acupuncture, hair removal and any other procedures prescribed by the regulations.
 
The Public Health Act 2010 and Local Government Act 1993 gives power to Environmental Health Officers (EHO's) to enter and inspection premises believed to be used to carry out skin penetration, hair and beauty procedures and to take certain action in relation to those premises.
 
These powers include:
 
  • Inspect the premises
  • Ask questions
  • Examine, inspect and test equipment
  • Take samples
  • Take photographs and videos
  • Require records to be produced
  • To examine and copy the records
 
Inspection Fees
 
The current schedule of fees and charges for inspection of these premises is $110.00.*

In the case of Environmental Health inspections, fees were introduced to contribute to the costs of inspection, administration, education and compliance services.  Council approved fees are charged once a year for inspection of hairdressing, beauty and skin penetration premises.
 
A re-inspection fee may also be charged if a non-compliant premises requires more than the approved number of inspections in one year.
