Development Contribution Plans
Section 94 Contributions Plan
Section 94 of the Environmental Planning and Assessment Act 1979 permits Council to plan, identify and levy contributions upon new development where it has established that the development is likely to result in increased demand for public services and public amenities within the local government area of Queanbeyan City.
In order to levy contributions, Council must prepare a contributions plan in accordance with the Environmental Planning and Assessment Act 1979 and associated regulations. Council must also give consideration to best practice guidelines for preparing contribution plans to ensure that those contributions are both equitable and fair.
The Environmental Planning and Assessment Act 1979 also provides for alternatives to contribution plans. This includes planning agreements and Council is currently negotiating one with the developer of the new town of Googong.

Queanbeyan City Section 94 Contributions Plan No 2 - Extractive Industry - The purpose of this plan is to allow the council to recover that part of the cost of maintaining council roads which is due to damage caused by the transport of extracted materials, by means of a road maintenance contribution imposed as a condition of development consent on all materials extracted within the council area.
